According to the United States Department of Justice – Bureau of Justice Statistics, only three states, Louisiana, Mississippi and Oklahoma, have incarceration rates at or above 650 per 100,000 residents. Mississippi has the second highest in incarceration rates. MDOC releases offenders statewide to counties where the offender may not have been convicted.
Corrections costs for states have quadrupled in the last 20 years. The costs have grown to approximately $542 billion a year nationally and recidivism rates continue to rise. This brings prison spending their second-fastest growing budget item after Medicaid. To cut those costs, the states must come up with a plan to change parole and probation policies to keep ex-offenders from returning to prison each year on technical violations that present no threat to society.

​Currently, educational and vocational programs are made available to an increasing number of offenders at MDOC. It (MDOC) recently developed a reentry program for offenders with one year or less to serve, with the goal of encouraging offenders to start thinking about safe housing, employment and continued community support for their behavioral health needs. The reality, however, is that much more needs to be done. In Mississippi, there is affordable housing. But, when such housing is available, individuals with criminal convictions are not eligible. Additionally, many felons are prevented from employment by statutes, regulation and policies that make it impossible for people with felony convictions to work on certain jobs. The extent of these barriers to employment is unknown but it seems to be the largest barrier that returning citizens face. And, studies have shown that if a returning citizen does not find employment, he or she is highly likely to recidivate.
